How do I see healthcare?

2013-01-07 -

Health service, or rather health care, is one of the essential conditions for satisfying life and success for individuals as well as for the whole society.
I understand healthcare as a service, as a relationship between providing a service and requesting a service. Indeed everyone has a specific image of health services and for each person healthcare has a different importance. It is essential to have health service accessible for all people who need it. Furthermore we should reach the highest possible quality of health services and keep its long-term sustainability. We have to keep the healthcare system in such form in order to be able to provide services to everyone who requires them and in the same time to be able to finance the system in long term.
Indeed I enforce what I lack in the health care, and these are principles of motivation. I miss patient’s motivation to take care of their own health as well as doctor’s motivation to provide high-quality services and their motivation to use finance provided by society to the healthcare effectively.
I resolutely support private property in general and also in the case of healthcare. I do not believe that the state can defend interests of its inhabitants in a better way than the citizens themselves. I also do not believe that a state, region or a city would be a better owner and manager of medical facilities than a private owner. I will always enforce private healthcare systems and I will always promote responsibility of an individual for his own health.

"Health Policy"

Milan Cabrnoch works in the European Parliament on pharmaceutical market modernization

11/2/2013 -

It is almost unbelievable that a directive which pharmaceutical market follows nowadays was issued in the year 1989. This directive has not been changed since the time it came in force and it reflects conditions on the pharmaceutical market which existed more than 20 years ago.

Milan Cabrnoch considers this fact as a mistake. "These conditions have principally changed not only due to arrival of generic drugs on market which represent less costing alternatives but as well as due to development of modern (and more expensive) pharmaceutics" says Milan Cabrnoch.

Market development is very dynamic but it is being hindered by our current out of date directive. Legislative process related to launching new pharmaceutics on the market is usually lengthy which leads to availability postponement of pharmaceutics for citizens. In the Czech Republic it is the State Institute for Drug Control which is in charge of this field but the situation is not an exception either.
It is Milan Cabrnoch who is a shadow reporter for these amendments which reduce the amount of time spent on pricing and deciding about reimbursement by the health insurance. Nevertheless it does not intervene pricing and reimbursement in Member States.

Milan Cabrnoch comments on unnecessary long terms: "New pharmaceutics should be available for patients in time. Authorities must work quickly and effectively on behalf of patients and not for a comfort of clerks." He hopes that he will manage to convince also his colleagues for these changes.
On today’s voting the European Parliament decided to enlarge the terms proposed by the Commission and delivered a proposal for changes to the Commission.

Stop nationalized health insurance

2012-10-17 -

Leoš Heger (TN: the Minister of Health) complains that Ministry of Health is not a manager of the VZP (TN: the Czech largest state-run insurance company). And he is right! A health insurance company has to be independent on the government. Its task is to protect interests of insurees.
